Omar Abdullah became CM following J&K's first elections since Article 370 was abrogated in August 2019, which also bifurcated J&K into two Union Territories (J&K and Ladakh). NC-Congress alliance won 48 of 90 seats. His government operates under significantly constrained powers relative to a full state — the LG (central government's appointee) retains control over police and key bureaucratic appointments. Abdullah has demanded full statehood restoration and Article 370 debate, while the central government has indicated statehood will be restored 'at an appropriate time'.
